Whereas New Castle County has primary responsibility for land use decisions in the County:
I ask that the County prohibit the building of incinerators within 3 miles of permanent residence,
school, public park,community center, medical care facility, senior center, community center,
retirement home,day care center, church, or other facility at which persons vulnerable to air
pollution may congregate.
